Established with the tariff of October 1, 1907, an international reply coupon is defined as a "document with fiduciary value intended to cover the postage costs of a standard letter to foreign correspondents" (as per Larousse). This international reply coupon, sold for 30 cents, nonetheless allowed for the mailing of a letter abroad with a face value of 25 cents. In essence, it was the perfect counterpart to our "semeuse" in postal terms.
